Position: National Coordinator

Work Station: Elimu Yetu Coalition (EYC) Secretariat Nairobi, with occasional travels to the field

 Reporting: Reports to the Executive Committee through the Chairperson

Contract Period: 2 Years (renewable on performance)

Job Function:

The main role purpose of the National Coordinator (NC) is to lead, manage and coordinate of all aspects EYC campaign activities effectively, and to ensure that deliverables are completed according to agreed timescales and formats, and within the agreed budgets. This being a senior management position as the head of the secretariat, the NC will oversee the daily operations of the coalition offering overall leadership and authority in the co-ordination of all campaign activities and ensuring custody and adherence to EYC administrative policy instruments and procedures. The role also requires contribution to the effective and successful implementation of EYC Campaign Strategy and Roadmap 2018 – 2022. Establishing and maintaining good relationships with government line ministries and departments, development partners, and coalition members. While using independent and wise judgment in making decisions, the NC is expected to consult widely and extensively with Executive Committee, partners and other colleagues in discharging the duties and responsibilities of the position

Specific Tasks:

1.       Managing and Coordinating all aspects of EYC Campaign Activities:

·       Provide overall visionary leadership, coordination, and strategic direction to all EYC EFA campaigns in Kenya and act as the central point of contact for coalition.

·       Development of annual campaign plans; reviewing and revising according to changes in the environment

·       Lead research and analysis of policy and advocacy issues and trends in Education

·       Provide guidance and supervision in all departments with an objective of achieving the desired results in line with EYC Campaign Strategy and Roadmap 2018- 2022.

·       Proactively managing project contracts and personnel to ensure outputs are delivered in a timely and fashionable manner

·       Balance multiple and conflicting priorities so that problems are spotted in advance and solutions quickly identified and fixed

·       Convey complex ideas in a compelling manner with skill, manage discussions, conflicts and negotiation processes

·       Assist Excom in the review and development of systems and protocols and enhance and ensure strict adherence to the same by the staff

  • Develop and manage key stakeholder relationships.  Liaise with external stake holders i.e. governments, implementing partners, Civil Society Organizations, NGOs, private sector as well as network, identify opportunities and develop new business strategies for the area/region.



2.       Finance, Compliance and Risk Management:

·       The incumbent will have oversight of the relevant EYC budgets. S/he will approve local purchases and procurement processes; track monthly donor activity budgets and report on any variances to the Finance Manager and Board. The incumbent is also responsible for the organizational assets/resources assigned to the EYC office.

·       Tracking budgets to ensure efficiency, timely and quality project investments.

·       Ensure existence and compliance of controls for risk reduction and management

·       Ensure Office staff comply with EYC’s corporate governance systems and procedures as well as government laws/regulations as relates to operations of NGO/Civil Societies

·       Leading audit management responses and corrective action plans in the area of operations.


3.       To promote engagement and develop prospects for new partnerships:


·       Identify and pursue opportunities that might be suitable for new partnerships; initiating and attending meetings with potential funders

·       Fund raising and resource mobilization; developing high quality project proposals for donor funding in line with Elimu Yetu’s Campaign Strategy and Roadmap.

·       Effectively represent EYC in Education Donor Coordination Group (EDCG); synthesizing and disseminating information that is crucial to the growth of the coalition

·       Develop mutually beneficial relationships both within and outside the organization, generate trust and credibility and be reliable and ethical

·       Developing concept papers for conferences and facilitating at meetings and workshops and trainings as appropriate

·       Effectively represent EYC in national, regional and international education conferences and meetings

·       Maintain productive relationships with supporting partners, networks and key stakeholders including coalition membership. 


4.       Performance management and reporting:


·       Monitor and evaluate the progress and performance of all campaigns and projects and ensure regular reporting on the progress and performance of programmes.

·       Creating, writing and coordinating professional, accurate according to agreed formats and timescales

·       To provide formal progress reports to the Excom at meetings and any other agreed avenues and times

·       To prepare and present annual campaign reports to the General Assembly

·       Quality assurance, including appraisal and mentoring other staff for effective delivery on campaign outputs

·       Secretary to Excom; responsible for ensuring effectively and timely communication and correspondences between Excom meetings by taking minutes, circulating agenda, sending out reminders on activities and matters that require Excom intervention


5.       Provide oversight and accountability:

·       Authorizes expenditures on coalition funds

·       Develop Terms of Reference and sign contracts with consultants for provision of quality services and goods to EYC

·       Manage consultancy contracts and ensure delivery quality outputs

·       In charge of EYC human resources including, recruitment of new staff, supervision and discipline

·       Ensure adherence to EYC policy and administrative instruments.


6.       Any other duties:

·       Undertaking any other legal  duties as detailed and advised by the Excom


Knowledge, Skills and Behaviours required to Achieve Role’s Objectives

  • Advanced  University Degree in Education, Political Science, International Affairs, Public Policy or Social/ Behavioral Sciences
  • At least seven ( 7) years professional experience of working at a senior advisory or management level in education for NGOs or the private and/or  government  sector in Kenya
  • Demonstrable recent and substantial work experience on policy and advocacy at national levels, specifically in the areas of research, context analysis, strategy development and implementation, and external relations notably in the education sector
  • Previous management of programme portfolios in excess of USD600, 000 annually with multiple partners (including government and civil society).
  • Progressively responsible work experience in program planning, management and monitoring with practical experience in the adaptation and application of communication planning processes to specific programs.

·       Experience in developing communication strategies focused on behaviour and social norms changes, as well as supporting communication tools/materials.


  • Excellent understanding of the education sector within the Global,  Continental, Regional and , Kenyan context, both Formal and alternative, informal and nomadic education issues, child protection, gender equality


  • Excellent understanding of  SDG 4 and 5 aspirations, goals and targets and reporting mechanism
  • Strong commitment to capacity building of staff and partners with willingness to adopt participatory and consultative approaches.
  • Demonstrable experience in resource mobilization including writing of funding proposals and donor reports.  
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.  Tact and diplomacy are essential. 
  • Experience in promoting and mainstreaming Child Rights Based programming and gender responsive programming in education programme design, implementation and evaluation.
  • Ability to present complex information in a succinct and compelling manner.
  • Fluency in English and Kiswahili, both verbal and written, required.
  • Ability to formulate strategies and concepts, thinking creatively and innovatively.
  • Analytical thinking skills and abilities to influence others.

·       Able to work with minimal supervision and often on his/her own

·       Demonstrate pro-activeness, flexibility and creativity

  • Lobbying and political skills: persuasive, diplomatic and articulate.
